I learned from the news that in the U.K. the number of animal abuse cases has increased dramatically in recent years.   The occurence of animal abandonment has also increased by one quarter.   It is hard to understand why,  as the world becomes more civilized,  there are still people who impose violence on animals that are so trusting towards humans.   The abusers really need to face punishment.   That's why they are further enforcing prosecution there,  in hopes of soon stopping this kind of horrible behavior.
